The Souris River had risen by about two feet by Sunday morning.
The accident came just as 375 soldiers and as many as 200 local volunteers were pushing to finish the major flood preparations for Monday night, as the raging Souris River threatens to start cresting as early as Tuesday. They were treated at the site for apparently minor injuries. The hydraulic fluid also struck a group of people resting nearby. A spokesman for the military said the extent of their injuries had not been confirmed.
